TALIENS Associate Cornelius Sauerborn (Munich) contributed to the current commentary on the German Federal Statistics Act (BStatG) by editor Prof. Jürgen Kühling. In particular, he comments, together with the editor, on Sections 13 and 13a on the statistics and company register and the merging of data. The authors also comment on the particularly relevant provision on statistical secrecy in Section 16, based on the well-known census ruling (Volkszählungsurteil) of the Federal Constitutional Court, on which the entire European data protection law is rooted. In addition to the special aspects of statistical law, the commentary also discusses issues relevant to general data protection law, such as anonymisation, the existence of supplementary knowledge and profiling.
